Just a thought regarding templates. I remember three years ago during my first surge to play W40k, I began my own draft of all existing crusades. I didn't get terribly far (lack of Time has a way of quashing my projects and enthusiasm) but I came up with a basic layout for a lot of the official crusades.
I'll copy paste my words directly from the text file I was drafting, see if it has any use. Here's two crusades which were able to get a fairly full treatment:

Who : 89 Black Templars, Dark Angels vs unknown threat
What : While investigating a strange destructive force, Castellan Raimer, the only survivor of the Garon Crusade, came upon a fleet of Dark Angels. The Dark Angels chapter reluctantly agreed to join forces to hunt the unknown threat.
When the Black Templars caught the one responsible for the widespread destruction, the Dark Angels fleet showed up and under threat of annihilation, Castellan Raimer reluctantly turned over the captive.
All communication with this crusade has been lost.
Why : There is a great suspicion that the Dark Angels chapter is directly responsible for the destruction of the Ophidium Gulf Crusade and while there is no direct proof, the circumstantial evidence is almost damning.

where: Donian sector (Nickel V, et al)
Who : 810 Black Templars vs Orks
What : Ork incursions in the sector reached a critical point. The Black Templars declared a crusade and spent the subsequent 17 years battling back the Xeno plague but only after the loss of Marshal Austein during fighting on Nickel V in the early years of the campaign.
